Position Summary
Leads recruitment outreach and coordinates community partnerships that support enrollment and family access to resources, grounded in the agency’s core values: collaborate as partners, compassion in action, supportive by nature, act with integrity, innovate with purpose, be community centered, and pursue exceptional quality.

Builds relationships with referral sources, maintains MOUs and resource directories, and represents the agency in community settings. Collaborates closely with Admissions & Enrollment and Family Advocates to support integrated, family‑centered services.
 
Duties and Responsibilities:
  • Design and implement annual recruitment strategies that are innovative, community centered, and aligned with exceptional quality standards.
  • Conduct community outreach (events, canvassing, presentations) with compassion in action and a welcoming, inclusive approach.
  • Build and maintain relationships with referral partners (schools, clinics, shelters, agencies), collaborating as partners to strengthen community support networks.
  • Maintain MOUs, the community resource directory, and referral pathways; coordinate with agencies to expand available support, acting with integrity and purpose.
  • Represent the agency at community meetings and coalitions, modeling supportive-by-nature engagement and professionalism.
  • Provide staff training on community resources and referral processes, fostering collaboration and shared learning.
  • Track outreach and partnership data and prepare reports with accuracy, integrity, and attention to detail.
  • Support family engagement events as needed, ensuring experiences that are welcoming, community centered, and compassionate.
  • Collaborate with Admissions & Enrollment to support a steady applicant pipeline, working as true partners across teams.
  • Owns: Recruitment outreach, partnership coordination, community representation, resource directory, MOUs, outreach documentation.
  • Shares: Enrollment pipeline coordination, family engagement events, partnership documentation.
  • Does Not Do: Eligibility determinations, application processing, case management, supervising staff, managing compliance systems.
 
Working Conditions:
  • The environment is varied to include the Head Start Support office, Head Start Centers, and various Community Resources. 
  • Must be mobile and agile to perform required tasks such as lifting up to forty-five (45) pounds, reaching above the head and below the knee, or positioning body as to be on child’s level and floor level. 
  • Must be able to bend, stoop, kneel, crouch, and able to run or walk hurriedly for a child’s safety.
 
Qualifications Required:
  • Bachelor’s degree in communications, Social Services, Community Development, Education, or related field.
  • Experience in outreach or community engagement preferred.
  • Strong public speaking and relationship‑building skills, with the ability to collaborate as partners across diverse settings.
  • Ability to work flexible hours for outreach events.
  • Valid Oklahoma Driver’s License and reliable transportation.
  • Strong computer literacy and ability to learn agency data systems.
  • Limited access to ChildPlus and Captain for recruitment and partnership documentation.
  • Demonstrated ability to work with individuals from diverse cultures, backgrounds, and economic levels with compassion, respect, and without bias.
  • Physical Requirements: Ability to lift up to 25 lbs. for outreach materials. Ability to stand/walk for extended periods during events. Local travel is required to maintain community-centered presence and partnerships.
 
Supervision:
  • Reports to: Director of Family Empowerment
  • Supervises: None assigned
  • Coordinates with: Head Start Support Staff and other agencies.
